What is a CBD?

A CBD is a specific geographic area, like our neighborhood, where property owners raise funds through private property or business assessments to pay for services that enhance, but do not replace, existing municipal services to the area.

There are hundreds of similar Districts across the United States. As of February 2010, there are ten in San Francisco, including for example the Noe Valley (24th Street) CBD, the Castro/Upper Market CBD, and the Fillmore CBD.  New CBDs currently in the formation process are in the Excelsior and West Portal areas.

As apart of the community outreach process to involve local merchants, property owners, residents and visitors, the OARC conducted surveys in 2007 and again in September 2009. The OARC used the surveys to rank and gauge the level of support, as well as the perceived importance of various activities throughout the Ocean Avenue area. Of those that responded to the September 2009 survey, 74% felt that a CBD would increase the overall appeal of the Ocean Avenue area.

Some of the proposed enhance services on Ocean Avenue include:

  • -Cleaning, Maintenance, and Safety Programs
  • -Streetscape Improvements
  • -Beautification Program; and
  • -District Marketing and Promotions
